To get the competitive juices flowing, there could be a pizza and ice cream party for the winning class. While this would be easily replicable and very simple to do, a predetermined award isn't very student-driven, and also without input from the students lacks creativity. Maybe the students could partially come up with their own reward.

New/different speakers in the gym would help a lot with hearing directions, commentary, and especially music. Our current speakers don't work at all and make all three of these things impossible. Also for presentation, a scoreboard that everyone can see for whatever sport or game that's being played would help increase engagement and would let people actually know what's going on. While this isn't the most creative solution, it will get the job done.
Fixing Speakers and Presentation

On a Focus Friday close to a Pep Rally, there could be a class period solely for creating ideas and participating in the makings of the Pep Rally. This would open up a lot of student input, but is the most time-consuming solution and is the least replicable. Also forcing an entire period on everyone might make it feel like a chore.

Voting on a few ideas that are presented to us by the student council would bring the Student Council and student body together, and also gives students a lot of input. It is easily replicable, and creative but also not unreasonable. This is the best solution out of the four and has been the best received.
